Involving the concept design of 8 priority projects, and devised across a 3-stage co-design process structured around stakeholder and community engagement, the Carnarvon Activation Plan is focused on developing Carnarvon’s CBD into a vibrant and thriving town centre with a series of coordinated projects and activities.

The project aims to revitalise Carnarvon’s CBD into
a shaded, welcoming oasis that reflects the town’s
character and invites people to linger and return.

The eight proposed priority projects collectively aim to improve public amenity, connectivity and local identity through targeted initiatives.

  1. Lead the Way Project

  2. Tramway Walk Trail

  3. Van Dongen Park

  4. Multi-functional Plaza, Parking, Green Event Space

  5. Urban Forest / Urban Orchard

  6. Local Connect & Create

  7. CCTV & Lighting

  8. Fascine to Harbour Walk

A 3-stage co-design workshop process was devised to embed capital expenditure transparency into the activities to gain insight into community priorities.

Van Dongen Park

Van Dongen Park – the first priority project to reach Detail Design – will become an iconic play destination that will greatly enhance the entry experience into Carnarvon’s CBD. The park will include multiple play zones with bespoke equipment, nature play, public art, turf, trees, lighting, parking, BBQ and picnic areas, and public toilets.

Urban Forest / Urban Orchard

The Carnarvon Activation Plan was developed in response to the community’s desire to boost the town centre’s appeal, safety and vitality. Through in-person and online workshops, UDLA reviewed findings, gathered input and confirmed project priorities. The final report – featuring concept designs, costings and a clear engagement process – helped the Shire secure a $3.357 million Lotterywest grant for Phase One, followed by over $15 million in rPPP funding for the staged delivery of remaining projects. We look forward to seeing these concepts come to life in the years ahead.
